The promoted side have already had a 20m bid rejected by Brighton this summer.
The latest proposal from Coventry is believed to be closer to Brighton's valuation, with the clubs now understood to be in advanced talks.
Coventry had Rushworth on loan last season and want to sign him permanently.

Atalanta are close to reaching an agreement with Ederson over a contract extension, according to Sky in Italy.
The agreement would see Ederson extend his stay at Atalanta by five years.
Sky in Italy have been reporting that Atalanta are confident of securing Ederson's renewed commitment after making him a significant offer.
The close agreement follows a breakdown in Ederson's 38m move to Manchester United over a medical issue.
United had left the door open to signing Ederson later in the summer for a renegotiated price, with the midfielder entering the final year of his deal.
However, the Brazilian edging closer to extending his stay with Atalanta suggests the chances of United reviving their interest are now less likely.
Rangers edge closer to sealing deal for Dragojevic

Rangers are close to sealing the signing of Partizan Belgrade captain Vanja Dragojevic in a deal worth around 4m.
Ibrox chiefs had been in talks over a move for Dragojevic, plus fellow midfielder Jens Hjert-Dahl of Tromso.
The final elements of the move are being completed for Dragojevic, 20, to move to Glasgow.
He is rated as one of the best defensive midfielders in the Serbian league and has two caps for his national side

Leeds complete 34m Muharemovic deal
Leeds United have signed centre-back Tarik Muharemovic from Sassuolo.
The transfer for the 23-year-old is worth up to 34m (40m), which makes it the second biggest in Leeds' history behind Georginio Rutter's 35.5m signing from Hoffenheim in January 2023.
The Bosnia-Herzegovina defender, who stands at 6ft4in tall, has signed a five- year contract with Leeds.
Muharemovic becomes Leeds' second signing of the summer after Harry Wilson joined on a free transfer following his Fulham departure earlier this month.
Talks are ongoing over signing free-agent midfielder Julian Brandt, whose father and representative, Jrgen, was at Thorp Arch this week.
